The EU DCAT-AP data themes, the subject vocabulary every column of the matrix is counted in. Each theme page separates three different facts that must never be mixed: countries where the theme was measured (including genuine zeros), countries where no measurement is possible because the portal publishes no vocabulary, and countries not yet measured.
